Introduction  

Between 1999 and 2001 ESA sponsored two major parallel studies to lay the groundwork for a possible European Space Weather Applications Programme. These were led by Alcatel Space and the Rutherford Appleton Laboratory. The studies analysed user requirements, space segment options and the ground-based "service segment". This work was also supported by an external Space Weather Working Team. From these studies it was clearly demonstrated that Europe has very strong assets that could be potentially exploited in European or International Space Weather application services.

These assets include:

  • Ground based solar, ionospheric, cosmic rays and geomagnetic observatories.
  • Nano and Micro-satellite expertise.
  • Existing and planned space mission assets (e.g., SOHO, Cluster, Galileo).
  • Strong theoretical groups with skills in modelling.
  • Strong expertise in Space Weather effects.
  • Already existing small scale space weather services.

Coordination and development of space weather services will enhance the efficiency of these activities and provide new opportunities for utilisation of resources across domains that are currently separated from each other. Space weather is also naturally relevant to several European space programmes such as manned missions, launchers, science, telecommunications and navigation programmes. However, the scope of these Announcement of Opportunities (AO) may include activities beyond the Agency's traditional programmes.

ESA has taken the initiative to establish a Space Weather Applications Pilot Project to develop and extend the space weather user community through limited development of targeted services, provided by a network of service providers, supported by a common infrastructure and using data from existing or easily adaptable assets. Through this service and community development a long-term view of the potential for space weather applications should be established.

The pilot project consists of three main components:

  1. a network of service development activities (SDA) involving service providers, users and data providers,
  2. an infrastructure development, coordination and support activity, and
  3. a quantitative evaluation of the benefits of the service.

 


Purpose of this Workshop  

The purpose of the workshop is to gather the community keen to join the network of SDAs either as a self-funded activity or as an ESA co-funded activity.

The organising committee welcome contributions for poster/oral presentations dealing with the presentation of any SDA relevant to Space Weather. The list below indicates examples of domains for which the need for space weather services has been already identified. This list is not exclusive and discussion of SDA focussing on other areas are also welcome.

The registration deadline will be 15th November 2002. Please return the registration form to the ESTEC Conference Bureau before this date.

Publication  

Participants are invited to submit their contributions for electronic publication on the ESA Space Weather Server. Paper proceedings will be made available in the New Year.
